Re: Postponement of All Public Events Including Community Treaty Annuity Payments
Dear Chief and Council,
Indigenous Services Canada (ISC) is contacting all First Nations who traditionally hold yearly in-community treaty payments event to provide an update on the impact of the COVID-19 pandemic on public gatherings.
You may have received a previous letter to schedule (or confirm) a date for your treaty payment event. In view of the current prohibition on the holding of public events, the treaty annuity payment ceremony must be postponed until it can safely be undertaken.
We continue to monitor the situation very closely and departmental officials are in regular contact with public health authorities for guidance and direction on travel and public events. We are also mindful that many First Nations have placed restrictions on outside visitors to their community and we are committed to respecting those decisions. The health and safety of Indigenous communities and all Canadians remains a top priority for the Government of Canada.
I wish to reiterate Canada’s commitment to its treaty obligations and to reaffirm the important place treaties have in the relationship between the Crown and First Nations. We look forward to receiving guidance from health authorities as to when it will be safe to organize public gatherings once again. When that time comes, Departmental officials will be in contact with First Nations’ leadership to select new dates to celebrate treaties and proceed with the treaty payment events.
Every year, countless ISC staff and other federal colleagues are proud to be able to personally take part in honoring this solemn treaty promise in Indigenous communities across the country. We find these occasions to celebrate and recognize our treaty relationship together deeply meaningful, and eagerly look forward to their resumption.
The ISC website is continuously updated with new information pertaining to COVID-19 and the government’s response. Please check back regularly for new developments concerning treaty payment events (link included below). You may also contact Charles Marcoux A/Director Governance & Community Development at Charles.email@example.com should you have any questions or concerns regarding the information in this letter.
Lastly, any community members who wish to obtain their treaty annuity prior to the next community payment event have the option to fill out the request form linked below and mail it to their regional office. Their treaty annuity will be mailed in the form of a cheque. For future updates and information, please visit the links below:
